David Poole - The Number One Current Washington Quarter Sets, Circulation Strikes (1932-1964)
Last year, David Poole won an award for Best Classic Set in the PCGS Set Registry Awards. He started his Washington quarter collection in 2001 and first loaded it in the Registry in July, 2002. As time went by he began to get serious about the collection when he started meeting other collectors who were experts in the field. Today his sets sit in the #1 position. His Basic set has a Set Rating of 66.87 which means that there are only a few coins that would improve the set. His 1934 MS68, 1940 MS68, 1948-S MS68, 1949 MS58, 1949-D MS68, and 1962-D MS67 are the single finest coins graded for the date. The collection has amazing quality and is truly world-class.

Question: When a PCGS certified coin is sent in for regrade, does the grader know the original grade of the coin when he evaluates the coin, and is the coin cracked out of the slab and graded as if raw?

Answer: Regrades are automatically cracked out before they go to the graders. The graders examine the coin raw and have no clue as to the original grade. That way, the grader is unbiased and the coin gets a fresh look.
