Ron Guth:  The 1939 Reverse of 1938 Nickel is decidedly less common than the Reverse of 1940 variant.  Full Step examplesare scarce, but no more so than the semi-key 1938-S.  The finest examples certified by PCGS include a dozen at the MS67FS level.
