In 1901, Joseph Lesher issued Referendum Dollars, primarily as advertising media for various merchants. Sam Cohen was a jeweler in Victor, Colorado. Each piece was serially numbered, presumably for tracking purposes in case they were sumbitted to Lesher for redemption. Seventeen different Cohen pieces are known within a serial number range of 403 to 441, suggesting an original "mintage" of fifty pieces. Three Uncirculated examples have been identified.
