With the coin shortage of 1964-65, sales of both government issued mint sets and proof sets was suspended. In their place, the government issued "Special Mint Sets" struck at the San Francisco Assay Office. They were something of a hybrid, with a better finish and quality than ordinary circulation strikes, but short of the quality found on Proofs.
