O103, R2/3? with no serifs on A's and E's. This is the same reverse as used on 1820, O-107.
PCGS mis-attributed this one. This is actually Overton-110, R1 (with star 7 pointing to headband). On a 109 star seven points to cap. Also proven as o110 in that the junction of AM in America is joined, not separated as in the o109
