Federal Supremacy. In McCulloch v. Maryland (1819), the Supreme Court held that Congress possesses implied powers under the Necessary and Proper Clause and that states may not tax legitimate federal institutions. Together with Trustees of Dartmouth College v. Woodward, the Court strengthened national authority while protecting contracts from state interference.
