Federal Economic Powers under the Const.'s Necessary and Proper clause. The federal charter of the Second Bank of the United States expired in 1836 following President Andrew Jackson's successful opposition to its renewal. Together with the Specie Circular, which required payment for government land to be in gold and silver, the Bank War reshaped constitutional debates over Congress's economic powers, executive authority, and the proper role of the national government.
