Presidential Power, Enemies foreign and domestic. The Twenty-Second Amendment was ratified in 1951, limiting future Presidents to two elected terms after Franklin Roosevelt's unprecedented four elections. The Amendment permanently altered the constitutional balance between executive leadership and the peaceful rotation of political power. Meanwhile, Cold War espionage prosecutions, including the Rosenberg case, tested the government's authority to protect national security. Ethel and Julius Rosenberg are convicted of conspiracy to commit espionage and sentenced to receive the death penalty.
