Limits on Executive Power. In Youngstown Sheet & Tube Co. v. Sawyer (1952), the Supreme Court held that President Truman lacked constitutional authority to seize the nation's steel mills during the Korean War without congressional authorization. Justice Jackson's influential concurrence became the modern framework for evaluating presidential power. Elsewhere, the United States entered the thermonuclear age with the first successful hydrogen bomb test and the National Security Agency is formed.
