Federal Supremacy and Civil Rights. In 1957, President Eisenhower federalized the Arkansas National Guard and deployed the 101st Airborne Division enforce federal court orders integrating Little Rock Central High School. Troops provided safe passage into Central High School for the Little Rock Nine. The episode demonstrated that the Executive Branch would use federal authority to enforce constitutional rights against state resistance.
