Civil Rights and Equal Protection. In 1960, the Supreme Court continued dismantling state-sponsored racial segregation, upholding a Federal Court ruling that Louisiana's segregation laws are unconstitutional. Meanwhile Congress enacted the Civil Rights Act of 1960 to strengthen federal protection of voting rights, which President Dwight Eisenhower signed into law. Together these developments reflected the Constitution's increasing enforcement of the Fourteenth and Fifteenth Amendments. Meanwhile, JFK elected President of the United States.
