Representative Democracy and Struggle for Civil Rights. The Twenty-third Amendment was ratified in 1961, granting residents of the District of Columbia the right to vote for President. At the same time, the Freedom Riders challenged segregation in interstate transportation; their bus was burned and they were beaten by an angry mob, testing the federal government's willingness to enforce constitutional guarantees of equal protection. Meanwhile, U.S. President John F. Kennedy sends 18,000 military advisors to South Vietnam.
