Ron Guth:

The San Francisco, State of California pattern coins are dated 1851 and come in $2.50, $5, $10, and $20 denominations. Kagin-1 is a silver version of the $2.50 denomination. Most sources attribute these coins to an English manufacturer, but the lack of any examples in gold suggest strongly that the proposed enterprise never materialized. According to Kagin, the Bank of California museum holds a master hub for the $10 denomination (illustrated in his book on Pioneer gold coins on page 353).

Kagin rates the K-1 variety as Low R7 (10 to 12 known). The finest example of which we are aware is a single PCGS MS66 (colorfully toned and illustrated above).
