From 2005 - 2010 the Mint made special Satin Finish Mint Set coins. The coins weren't issued for circulation and they weren't Proofs either. They were stuck in specially prepared planchets and packaged inside special sets which were then sold to the public. Most coins came in really nice quality ranging from MS67-MS69. The 2007-P Satin Finish Jefferson Nickel also appears to be struck in really nice quality with most certified examples grading MS68.
