Jaime Hernandez:

The 1864 Small Motto design was used to strike some of the earlier 1864 Two Cent pieces. This design was only used for a short preiod of time, making the Small Motto much scarcer than the Large Motto design.

The words "IN GOD WE TRUST," are inscribed inside a ribbon located above the shield design on the obverse of the coin. The letters in the Small Motto variety are just much smaller in size than the Large Motto. The Small Motto can be easily distinguished from the Large motto variety, even with the naked eye.

The Small Motto variety was only used in some 1864 Two Cent pieces while the Large Motto design was used for all remaining years of the Two Cent coins.
