The 2013-D Woodrow Wilson Presidential Dollars did not enter circulation. The coins could only be purchased directly from the U.S. Mint. Therefore, most examples come in Gem condition since they were never issued for circulation. Finding examples up to MS67 condition should be fairly easy. Anything grading higher can prove very challenging to locate.
