In general, the Reverse of 1940 1939-S Nickel is much less common than the Reverse of 1938, but that rule only applies to the non-Full Step versions. The situation reverses in Full Steps, where the Reverse of 1940 is slightly more common than the Reverse of 1938. The top examples certified by PGS are in MS66FS.
