The 1864 Quarter Dollar is semi-scarce but not rare. Its mintage is almost 100,000 less than that of the 1863 Quarter Dollar, yet it is priced only slightly higher. Thus, if the 1863 is a good value (and I think it is), then the 1864 is an even better one. The Mint State populations of the 1863 and 1864 Quarter Dollars are nearly identical, though the latter is available in MS67 and MS68 (wow!), while the former is not. This date comes well-struck, with bright, frosty luster.
