David Akers (1975/88):

The 1899 is one of the commonest dates in the enitire Liberty Head series, on a par with the 1895, 1898-S and 1901. Choice and gem mint state examples are sufficiently abundant that I would describe the 1899 as "rare" only at the superb or near perfect Unc. level.
