The 1959 Proof Roosevelt Dime is fairly common for the Proof Roosevelt Dime series. Only in grades of PR69 or higher is it scarce. However, with Deep Cameo surfaces it is scarce in PR68 Deep Cameo and rare in PR69 Deep Cameo or higher.
